Belleview’s long-running “mystery big-box” development just picked up another quiet, but telling, approval.
In a 4-1 vote, the Belleview City Commission approved a land-use and zoning change for roughly 12 acres tied to Leaders Companies LLC, the same developer connected to the still-unnamed retail project along U.S. Highway 441. Commissioner Bo Smith cast the lone vote in opposition.
The project site is located on the south end of Belleview, near the confluence of U.S. Highway 441 and Southeast 119th Place. On paper, the ordinance does not mention a store, a tenant, or a site plan. Instead, it converts the property from agricultural and employment-centered use to commercial zoning, clearing it for high-intensity development.
But during the public hearing, city staff offered a clearer glimpse of what’s ahead. According to staff, the property will be cleared of all existing structures and used for on-site stormwater drainage, along with a portion of a future retail building.
The parcel sits adjacent to land already being assembled for what has previously been confirmed as a large-scale commercial project anchored by a national retailer, though the name remains under a non-disclosure agreement.
That project, first introduced last year, outlined plans for a major big-box store along with additional retail and dining space near the U.S. 441 corridor.
Since then, a series of coordinated moves with annexations, rezonings, and infrastructure planning have steadily built the framework for what could become one of the largest commercial developments in Belleview. With drainage infrastructure and part of a retail building now tied to the site, the parcels are beginning to read as a single, unified development.
